A source-scope and receiving-claim handover record
Published editions answer defined questions
Published guidance and a publisher announcement have different evidential roles. The retained GHG publications support the particular inventory, project or comparative distinctions cited in the relevant chapters. The retained update announcement establishes that development and harmonisation work is under way. It does not issue a replacement accounting method for this study. A reader should therefore retain the edition actually used, check applicable current requirements before an applied statement and avoid presenting an announced revision as already adopted. This paper makes no prediction about when an organisation will accept a future method.
Evidence and scope
The announcement describes continuing standards development and harmonisation.

The FEMP version history likewise has a limited purpose. A publisher page describing an update supports edition identity and the history it expressly states. The retained full guideline supplies the relevant method and responsibility content used elsewhere. Keeping both prevents a page title from standing in for an unread technical document. The case adapts the published questions to an original development protocol. It does not state that Aster Works holds a federal performance contract, satisfies a particular procurement requirement or has verified realised savings.
Evidence and scope
Publisher history identifies the guideline update and its edition.

Match each source to the question it answers. An annual electricity factor does not supply a project counterfactual; a verification method does not show that the operator used it; corporate accounting guidance does not establish credit entitlement; industry opportunity guidance does not calibrate an illustrative efficiency percentage. Retain these distinctions at the cited locator. Publisher authority cannot close the missing operating or entitlement proposition.
A changed claim needs a defined handover
The relevant transfer question is whether the receiving organisation is making the same kind of statement under the same physical, commercial and reporting boundary. An annual electricity balance can be reproducible while the new claim concerns an export sale, a minimum purchase obligation or a verified emissions reduction. Those claims introduce different events and evidence. Retain the earlier case as a conditional illustration, identify the changed object and assign the review to the owner of that object. Replacing a source edition or changing a meter boundary should not be handled as a routine substitution of one coefficient in every account.
The receiving claim determines the review
An original handover record routes a changed condition to the method and authority needed for it. The entries below state what the present instrument can represent and what remains outside it. They assert no actual entitlement, contract or meter observation.
Scroll for all columns. With the table focused, use the left and right arrow keys.
| The receiving claim determines the review | ||
|---|---|---|
| Changed condition | Current instrument boundary | Required handover object |
| Purchased supply is billed even when unused. | Energy cash values admitted consumption; it has no minimum-bill or take-or-pay mechanism. | Accepted billing formula, quantities and timing in a suitable commercial model. |
| Surplus is offered for export. | Supply above demand is unused under the retained annual cap. | Permitted export route, delivered quantity, price and counterparty terms. |
| Service changes or another load enters the meter. | The supplied demand and measure scope define the electricity comparison. | A consistent service baseline and revised physical comparison. |
| A demand charge or time-dependent rate becomes material. | The instrument applies flat supplied energy prices. | Required interval loads, billing rules and the appropriate tariff calculation. |
| A published emissions-accounting edition changes. | The retained attribution factors and cited narrow methods define this illustration. | Applicable adopted edition, reporting purpose and approved factor basis. |
| An incentive or credit is proposed. | No eligibility determination or incentive-income field is implemented. | Recognised programme method, eligibility evidence and the responsible authority. |
Route the changed claim before transferring the result
Before adopting a result, the receiving decision owner states the claim, boundary and governing method. The technical owner identifies any missing carrier, interval or service condition. The commercial owner establishes payment and use obligations. The reporting owner checks the applicable adopted accounting basis. Where the current instrument lacks the governing mechanism, retain a held transfer condition and commission the appropriate analysis. A valid earlier computation stays useful within its earlier perimeter; it should not be enlarged merely because the new organisation finds its headline attractive.
- Name the receiving claim and accountable owner.
- Identify the event or boundary that changed.
- Choose the method that represents the material condition.
- Retain unresolved terms beside the conditional result.
A later amendment should identify its trigger and dependencies. If an actual tariff includes payment for unused energy, the affected cash comparison requires a suitable revised commercial method. If a factor basis changes, the applicable emissions statement and climate mandate need review, while energy cash may remain unchanged. If service or affected loads change, the physical comparison and counterfactual may need revision. If only typography changes, the numerical instrument need not be altered, but the checked artifact should be identified. These are different events, with different owners and different reasons for reopening a decision.
Reproduction leaves the institutional protocol open to challenge. A committee that changes its objective, combines roles or selects another gate must state the change and trace its consequences. The Aster Works reference mandate is an illustrative choice tied to the supplied case. Its transparent basis lets a reader contest the objective, mandate or next action without disputing the energy identity.
A complete archive cannot settle every scientific or institutional dispute
Retention makes the stated evidence and method inspectable, leaving materiality and institutional adoption open to challenge. A dissenting reviewer can identify an omitted carrier, temporal condition, counterfactual or authority problem and trace the dependency requiring correction. That is the archive's decision use. File completeness supplies no substantive answer to those scientific or institutional questions and cannot justify adopting the fictional rules unchanged.
Edition assurance is bounded by the work actually recorded
Primary-source editions, instrument files and publication receipts identify this candidate. Applied data, real delegated authority and institutional acceptance are absent. The standards-development announcement is contextual history, while the full retained publications support only their cited narrow propositions. Independent publication review remains a separate step. Future source or project changes require a recorded amendment; this edition does not guarantee continued applicability, complete method coverage or any real investment, performance or reporting outcome.
