Governance and application
A feasibility-to-finance decision gate
Separate positive value from an executable funded commitment
Investability combines a credible operating proposition with an executable and affordable commitment. A positive screening value can support investigation, but it does not show that the asset can be delivered, the service sustained or the required cash provided. The committee should distinguish technical feasibility, commercial readiness, implementation capability and financing. Each layer concerns a different failure mechanism. A proposal can pass one layer while remaining conditional at another. Keeping the layers visible prevents a technically attractive concept from being promoted to a finance-ready investment through presentation alone.
Technical feasibility concerns the complete operating state and its constraints. The equipment must deliver the required service within the facility's relevant duty, interfaces and capacity. The physical balance should include the carriers and supporting loads needed for the claim. Connection, production quality and safety questions require their own evidence. The annual electricity screen accepts a supplied state and has no design acceptance or operating-constraint solver. Its arithmetic can reveal an internal contradiction, but it cannot establish that a real installation can achieve the assumed state.
Commercial readiness concerns obligations that make the physical and financial case available. Procurement scope, supplier performance terms, energy prices, delivery responsibilities and relevant reporting attributes can all matter. A quotation or discussion can indicate a possibility while leaving material terms unresolved. The sponsor should identify which terms are committed, which are provisional and which depend on further evidence. A saving based on an unavailable tariff is a conditional opportunity. A performance assumption unsupported by acceptance terms is an engineering and contractual gap, not a financing input that should be quietly discounted away.
Implementation capability concerns the organisation's ability to convert the concept into continuing service. A capital budget does not supply a shutdown window, trained staff or an accountable operating owner. A technology that works elsewhere may require site-specific integration and qualification. The investment record should identify who owns the transition, the critical interfaces and the conditions that permit release of the next commitment. Implementation risk should be connected to concrete actions and evidence. A general confidence score cannot substitute for a missing operating arrangement.
Financing concerns cash timing, obligations and the basis on which capital can be supplied. An NPV compares a defined benefit stream with cost under a valuation convention. A liquidity schedule asks whether cash is available when payments fall due. A debt assessment asks whether contractual repayment can be supported under the relevant terms and stress conditions. Those questions are related but distinct. The annual screen's positive NPV does not answer either of the latter questions. The committee should not infer funding availability from a metric that contains no financing structure.
Evidence and scope
Debt appraisal relates available project cash to repayment obligations.
Evidence: Key Issues in Developing Project Financed Transactions
The source discussion of coverage ratios is retained as narrow financing context. It does not provide a lender commitment or a universal acceptance threshold for the fictional package. The Transition lab has no debt drawdown, interest, amortisation, reserve, repayment schedule or cash-available-for-debt-service field. No coverage ratio is calculated in this paper. A fuller finance case would need the actual structure and a coherent operating cash model. The relevant institution or capital provider would assess that case under its own authority and requirements.
The positive foundation NPV is therefore a conditional screening finding. It arises from supplied constant energy-related savings discounted over the supplied horizon, less upfront listed capital. The output can justify developing the opportunity's evidence and implementation route. It does not show that the sponsor has cash for the capital, that a supplier will accept deferred payment or that a lender will fund the package. The committee should identify which funding route is being considered and what evidence that route requires, rather than allow the app's result to imply one.
A funding route can change the obligations even when the physical package remains fixed. A purchase, service arrangement or financed contract can allocate performance, maintenance, payment and ownership differently. Comparing them requires a full record of cash terms and responsibilities. A lower initial payment can come with a continuing commitment that the annual capital field does not represent. A supplier guarantee can shift some risk while leaving production and counterfactual questions with the buyer. The appraisal should compare coherent contractual alternatives, not infer that a different payment label removes the underlying resource cost.
Stress testing should be directed at the cash and service terms relevant to the capital provider. Lower savings, delayed commissioning, adverse prices or required maintenance can affect the ability to meet payments. A positive lifetime value can coexist with a period of inadequate cash. The annual price and factor challenges are not a financing stress model. They reveal screening sensitivities within constant annual assumptions. An applied financing schedule should represent the timing and obligations that determine affordability and repayment, retaining the physical assumptions that support its cash benefits.
The funding decision should also recognise competing organisational commitments. A package with positive value can still be deferred because capital, staff or shutdown capacity is required elsewhere. That is a resource-allocation judgement outside the energy screen. The committee can record why it advances a smaller opportunity, stages the package or waits for an enabling condition. The stronger explanation states the screening result and the binding constraint. Changing assumptions until the favoured funding choice appears to maximise NPV would conceal the decision rather than clarify it.
A favourable screening value leaves financing propositions open
The foundation result is reproduced as energy-related value under the supplied annual convention. The rows retain the distinction between that result and propositions the engine does not calculate.

| A favourable screening value leaves financing propositions open | ||
|---|---|---|
| Decision layer | Retained foundation finding | Unresolved proposition |
| Screening capital | 2,600,000.00 USD listed upfront | No actual procurement payment or available sponsor funding is established. |
| Screening annual benefit | 380,000.00 USD/year net saving | No actual operating cash series or commissioning ramp is supplied. |
| Screening NPV | 263,709.65 USD | Positive conditional value does not establish liquidity or funding. |
| Debt repayment | Not represented | No debt structure or coverage ratio is computed. |
| Delivery readiness | Not represented | The installation route and accountable capabilities need evidence. |
| Recognised claim or support | Not represented | Reporting acceptance or incentive entitlement is a separate condition. |
Canonical foundation pointers plus explicit scope gaps. All numerical quantities remain illustrative.
Completed Aster Works readiness and funding hold
The fictional committee can advance a promising screen without describing it as financed. The completed disposition assigns development tasks according to the unresolved layer.

Advance the proposition that has evidence
The committee identifies the commitment requested and tests the relevant layers separately. A coherent screen can authorise investigation while technical design remains conditional. A viable technical alternative can proceed to procurement development while commercial terms remain provisional. A delivery-ready package can await funding without losing its physical finding. Finance assesses cash timing and obligations under the selected structure. The final release record states which conditions are satisfied, which remain open and which authority accepts the residual exposure. No single energy metric is used as a certificate for all layers.
Test a proposed financing condition by identifying the obstacle it removes. A confirmed connection term can resolve access to supply while leaving load evidence uncertain. A performance acceptance method can make a guarantee testable while leaving an unaffordable payment schedule unchanged. A capital quote can define price while omitting the enabling interface. Connect each condition to the specific physical, commercial or cash proposition it supports and ask whether the remaining obstacle still defeats the commitment. This produces a sequence of necessary tests rather than an instruction to make the package bankable. Readiness develops when the decisive links are established, not when another reassuring attachment is added.
A trial preserves flexibility only if its commitments can actually be stopped. Examine temporary connections, supplier exclusivity, bespoke interfaces and the service changes needed to conduct the activity. A nominally small trial may constrain later alternatives through those obligations even when its direct expenditure is modest. Conversely, engineering work that resolves an uncertain connection or quality condition can improve the later choice without selecting the final equipment. Compare the learning proposition with the commitments required to obtain the answer. Staging is useful when it resolves a consequential uncertainty at acceptable service and cash exposure; repeated small approvals do not preserve an option if they cumulatively eliminate the alternatives.
Investability should be tested at the connection between accepted evidence and an executable obligation. Reproducing the annual screen confirms its conditional computation. A tested operating arrangement can support service under stated duty. Agreed commercial terms define who supplies, pays and bears exclusions. A credible funding route addresses when those obligations can be met. If one link remains absent, locate it explicitly instead of transferring confidence from a stronger neighbouring link. The analytical dossier can direct that missing work, but cannot create field performance, recipient agreement or financing availability. This connection test makes the remaining limit useful to the proposed commitment rather than a general disclaimer about the publication.
Every useful investment need not be a standalone finance project
An organisation can fund a measure from its balance sheet, incorporate it into normal maintenance or procure an energy service without a separate project-finance structure. Requiring a debt-style dossier for every intervention would be inappropriate. The gate architecture adapts to the chosen commitment: it still needs a credible physical state, commercial terms and affordable obligations, but the financing questions depend on the route. Coverage ratios are relevant only where the structure makes them relevant. A proposal should not be rejected for lacking an unnecessary financing form, nor described as funded because that form has been omitted.
No finance-readiness or institutional acceptance is established
No repayment or liquidity schedule is computed. A positive NPV cannot close EW-FUNDING, and the public financing context supplies no capital-provider decision. The funding route determines the required evidence; Leila Chen withholds readiness until its actual obligations are represented.
