Mechanisms and worked studies

A readiness and sensitivity study

A transparent judgment model

The Transformation map translates a declared capability slate into a deterministic selection under cost and aggregate effort envelopes. Each capability has a cost, annual benefit, confidence judgment, readiness judgment, effort and prerequisite list. The app adjusts the annual benefit by multiplying it by the confidence and readiness fractions. These are deliberately transparent assumptions. Their product is not an independently calibrated probability of benefit realisation, and the resulting quantity is not a measured value.

Illustrative calculation. Assumptions and sensitivity are published with the model.

The operating-reference study is expressly illustrative. Its budget is 500.00 USD thousands and its effort capacity is 40.00 person-months. The capability names describe shared operating data, service ownership, condition-led operations, exception service and integrated planning. Their values are authored to expose a mechanism. They are not quotations from an actual enterprise, a market benchmark or an empirical estimate. This distinction applies to every numerical use of the study.

Cost and annual benefit have different time meanings. The app uses a declared cost amount and a declared annual benefit amount. Dividing adjusted annual benefit by cost creates a ranking ratio with a per-year dimension. It does not create a discounted valuation or establish when the benefit begins. The author must use a coherent cost scope across the slate and must avoid interpreting the ranking ratio as a financial return criterion that the method does not calculate.

Confidence and readiness are inputs on a percent scale. The app divides each by a full percent scale when applying it. A readiness value should therefore be entered as the stated percent judgment, not as an already converted fraction. More substantively, the author should state what the judgment means and why it was chosen. A label such as readiness does not establish a common maturity standard. The same numerical input could conceal very different operating conditions if the author fails to document its interpretation.

The model is useful when the sponsor wants to see how declared dependencies and resource constraints affect a proposed sequence. It is weak when asked to prove benefit, optimise an investment portfolio, infer operating authority or establish delivery feasibility. Keeping the method small and explicit permits exact reproduction. It also makes the omitted questions visible. A sponsor should use that visibility to direct additional assessment rather than expand the meaning of a convenient output.

Model interpretation gate

Accept a model-assisted recommendation only with coherent units, documented assumptions, non-duplicated benefit scope, explicit dependency reasons and separate mandatory operating conditions. Preserve the counterexample and the claim that selection is heuristic.

Dependency closure and marginal selection

For each candidate, the app constructs its closure of unselected prerequisites plus the target capability. The declared graph must be acyclic and refer to valid distinct capability identifiers. The bundle is ordered through the graph's topological order, and its cost, effort and adjusted benefit are added. A candidate is feasible if that bundle fits the remaining cost and effort envelopes. A selected prerequisite is not charged again when a later bundle needs it. This is a property of the declared additive model, not a finding about actual shared-service cost.

The initial ranking considers the full closure for each target before any selection. The selection process then recomputes marginal bundles after each chosen bundle. These can differ because earlier selections satisfy prerequisites. The final selected list is shown in topological order, which is not necessarily the order in which target bundles were chosen. A reader should distinguish the initial ranking, selection steps and final set rather than assume all three are interchangeable lists.

Exact illustrative reference selection

Every quantity below binds to the frozen canonical output. Cost is USD thousands, effort is person-months and adjusted benefit is USD thousands per year.

In the illustrative reference, the first selected target is CASE, whose bundle is OWN → CASE. The bundle costs 150.00 USD thousands, requires 14.00 person-months and contributes 120.85 USD thousands per year of adjusted assumed benefit. The second selected target is PLAN. Its recorded bundle is DATA → PLAN, matching the declared data prerequisite for planning. Ownership is not a prerequisite of planning. The operations-ready comparison later shows the different marginal bundle that excludes an ownership prerequisite selected earlier.

The engine ranks feasible positive-benefit bundles by adjusted benefit divided by cost, with positive-benefit zero-cost bundles prioritised and identifier ordering used for deterministic ties. A zero-cost ratio is represented as a null reading rather than a fabricated infinite number. Zero benefit can still occur within a selected closure when that capability is a prerequisite for a positive-benefit target. The boundary case in chapter twenty-two preserves this distinction. A valid empty selection is also possible when no positive bundle fits the declared envelopes.

Illustrative calculation. Assumptions and sensitivity are published with the model.

The reference ends with declared cost 370.00 USD thousands and effort 34.00 person-months. Its adjusted assumed annual benefit is 251.65 USD thousands. Remaining budget is 130.00 USD thousands and remaining effort is 6.00 person-months. Those remaining resources do not imply that the unselected operations capability can proceed; its required marginal bundle must satisfy both constraints. The output describes a conditional sequence, not unused resources that can be spent without further reasoning.

Evidence and scope

The Aqua Book treats analytical quality assurance as proportionate and accountable.

Evidence: The AQuA Book

A readiness change is not an acceptance gate

Illustrative calculation. Assumptions and sensitivity are published with the model.

The weak-ownership comparison changes only the readiness judgment for the ownership capability. The reference input is 90.00 percent, while the comparison is 20.00 percent. All costs, base annual benefits, confidence judgments, effort, dependencies and envelopes remain unchanged. The final selected set remains data, ownership, exception service and planning. Its adjusted assumed annual benefit becomes 231.70 USD thousands, rather than 251.65 USD thousands in the reference.

This is an important limit. The model reduces assumed benefit but does not refuse the capability because authority is absent. A mandatory operating authority condition should be represented by an explicit approval gate outside the multiplier, or by an intentionally revised slate whose scope excludes the unavailable capability. It should not be hidden inside a low readiness number and then treated as satisfied because the engine still selects the bundle. Numerical selection cannot confer an operating power.

Illustrative calculation. Assumptions and sensitivity are published with the model.

The weak-data comparison similarly changes only the data capability readiness, from 80.00 percent to 20.00 percent. The selected set again stays the same, while adjusted assumed annual benefit becomes 230.05 USD thousands. This does not show that weak data is acceptable for the intended decisions. It shows the consequence of the author's lower multiplier within the declared additive method. The data acceptance record from chapter five remains necessary.

Illustrative. The operations-ready comparison changes only the operations readiness judgment to 95.00 percent. It selects the same initial exception bundle but then selects the marginal data-and-operations bundle. The resulting declared cost is 450.00 USD thousands, effort is 40.00 person-months and adjusted assumed annual benefit is 309.25 USD thousands. This is a sensitivity-driven change in the heuristic's selected set. It is not evidence that the higher readiness judgment has been achieved in an actual organisation.

The readiness comparisons produce a completed challenge queue. Ownership readiness goes to the scope and coverage of the decision route. Data readiness goes to recognised identity and use-specific state evidence. Operations readiness goes to the delivery arrangement for the marginal selected bundle. A changed selection identifies which assumption deserves scrutiny, but it does not tell the sponsor which of these missing objects exists. If a route is wholly absent, the response is a categorical operating condition; if it exists but burdens the service differently, the response may be a revised assumption. This contrast keeps a multiplier sensitivity useful while preventing it from obscuring the reason a capability remains unready.

A simple model can still improve a decision

Yes. Its value comes from transparent conditional reasoning and exact reproduction. Simplicity does not justify expanding its result into global optimality, measured benefit or operating acceptance.

Why the heuristic is not an optimiser

Illustrative calculation. Assumptions and sensitivity are published with the model.

A greedy rule chooses an attractive current bundle without exploring every possible combination. It can therefore miss a feasible set with higher additive benefit. The greedy-trap study provides an exact illustrative counterexample. Independent options A, B and C share a budget of 10.00 USD thousands and effort capacity of 10.00 person-months. All confidence and readiness judgments are full multipliers. A has the highest first ratio, so the app selects A and reports adjusted assumed annual benefit 12.00 USD thousands.

Illustrative. The feasible-alternative study removes only A from that option menu. The B and C fields and resource envelopes remain unchanged. The same canonical app then selects B and C, costing 10.00 USD thousands and using 2.00 person-months, with adjusted assumed annual benefit 19.80 USD thousands. Because these two options were also available in the original slate, this is a concrete feasible combination that exceeds the original heuristic's benefit. The comparison demonstrates a limit; it does not claim the engine found a global optimum.

A reviewer does not need to accept a separate hand-written numerical algorithm for this counterexample. Both inputs and both exact outputs are retained, scalar bindings identify every printed quantity and the common audit re-executes the current canonical engine. The author supplies the comparison interpretation and its scope. The app supplies the frozen outputs. Keeping those roles separate prevents an apparently supporting study from silently calculating through a different method.

The committee records why the greedy candidate blocks its alternative, rather than merely warning that it is not optimal. Its first admitted option consumes resource that cannot then be assembled into the retained feasible pair. The challenge is therefore about the menu and sequence of commitments, not about improving the readiness evidence for the selected option. Better operating evidence could make that option more credible without removing the combination disadvantage. Conversely, a mandatory capability absent from the declared menu would create a different challenge. The fictional committee refers the combination question to an appropriate portfolio method and the operating acceptance question to the service record, preserving the distinct remedies.

The analytical dossier closes with an explanation pair. CANDIDATE-A states the canonical selected set, its admitted resources and the first commitment that excludes the retained alternative. SERVICE-A states the intended use, the operating condition still absent and the work that could establish it. Neither record is allowed to stand in for the other. A reader can thus identify whether disagreement concerns the deterministic selection rule, a supplied value, a missing menu option or actual service admission. This is more informative than appending a universal confidence score to the recommendation. The dossier preserves the same exact fixtures and outputs while making the next challenge a specific question with a specific evidence object.

Canonical adjustment and ranking

Adjusted annual benefit equals declared annual benefit multiplied by confidence fraction and readiness fraction. Bundle ranking uses the sum of adjusted annual benefits divided by the sum of unselected bundle costs; positive-benefit zero-cost bundles follow the explicit special rule. This is a declared heuristic with judgment multipliers, not calibrated risk or discounted valuation.

Conditional arithmetic only

All cases are explicitly illustrative. The method omits benefit overlap, synergies, recurring costs, time profiles, skill calendars, authority acceptance and empirical calibration. Exact reproduction checks arithmetic and bindings; independent operating judgment remains necessary.
