The operating model before the platform
Digital investments create durable value only when capabilities, data and operating ownership align.

Download full PDFThe questions
- Which operating decision or service will change, for whom, under whose authority?
- Which capability, data and adoption dependencies must exist before a proposed benefit is credible?
- What can the canonical dependency heuristic show, and which approval conditions remain outside it?
- How will the enterprise fund, operate, assess, migrate and eventually exit the service?
The argument
A digital platform is valuable when it changes a decision, a service or an operating constraint that an organisation can own. This study develops that proposition through capability design, data semantics, service accountability, adoption, cybersecurity, migration, procurement and lifecycle funding. Its Transformation map companion uses declared dependency closure and a deterministic greedy heuristic under cost and effort envelopes. Twelve expressly illustrative frozen cases expose its usefulness and its limits, including a feasible counterexample to greedy selection. Original industrial operating records translate the analysis into investment, ownership, cutover, benefits and exit decisions. Public primary guidance retains its institutional scope. The study supplies no actual client data, observed performance, legal conformity or claim of optimisation. It asks a sponsor to distinguish an executable operating commitment from an attractive application inventory, and to make the conditions of benefit visible before authorising a programme.
Scope and boundaries
Evidence cut-off: 2026-10-10. Cross-sector analytical methods; every source retains its original jurisdiction and scope
Included
- Enterprise transformation and architecture
- Transparent illustrative examples and reproducible methods
- Counterarguments, decision conditions and practical implementation records
Limits
- Illustrative inputs explain mechanisms and are not actual project data or empirical estimates.
- A deterministic model cannot establish implementation feasibility, legal effect, lender acceptance or future outcomes.
- Cited public guidance is used only within explicitly stated source scope; institutional frameworks require local adaptation.
