Governance and application

A procurement decision memo

Present the decision and the conditions that make it adequate

A committee should receive a decision, its basis and the conditions that determine whether it can be executed. A winning number supplies only part of that record. It needs the common service, admissibility position, cost mechanism, evidence limits and proposed action. The evaluator should distinguish a recommendation to seek clarification from a recommendation to commit. Both can be useful, but they grant different authority. A polished lifecycle table should not allow an unresolved comparison to appear as an unconditional award case.

Lead with the decision question. State what service the organisation seeks, why it needs to decide now and which alternatives are under consideration. Keep the question narrow enough that the committee knows what it is being asked to authorise. A recommendation about equipment cost should not silently become an approval of a new operating model, funding commitment or risk tolerance. If the purchase requires those linked decisions, identify them separately and show which authority can make them.

Define the admissibility position before the ranking. State which required conditions have been evidenced, which remain unresolved and which alternatives fail an overriding condition. A cost leader can be useful for prioritising enquiry even when it is not ready for commitment. The committee should see that status explicitly. It should not infer technical compliance from a model result or interpret an unresolved requirement as a minor deduction merely because the alternative has an attractive present cost.

Explain the result through the material mechanism. If the preferred lifecycle cost comes from avoided replacement, show the service-life and horizon convention. If it comes from lower energy, identify duty and tariff premises. If a terminal credit determines the leader, make the transfer assumption prominent. The memo does not need every model cell in its opening page, but it should identify what makes the recommendation true. The full ledger and reproduction files can support the detail without hiding the decisive premise in an appendix.

Present the cost basis and affordability separately. A lower discounted total does not imply a smaller initial cash requirement or an executable funding calendar. The committee needs to know what commitment it would make, what dates and conditions govern payment and whether the current model represents them. If a staged payment mechanism is material but unimplemented, say so and identify the additional analysis. A lifecycle recommendation cannot substitute for budget authority or a funded delivery plan.

Evidence and scope

NASA decision-analysis guidance connects alternatives, criteria, analysis and a documented decision rationale.

Evidence: NASA Systems Engineering Handbook

In the fictional long-service register, the service-led alternative has the lowest present cost under the supplied common horizon and conventions. The acquisition-led alternative starts with a smaller input but incurs replacement and a larger recurring burden. Their common service is assumed solely for this numerical illustration. Without actual offer, acceptance or funding evidence, the committee can use the comparison to direct enquiry, while an actual procurement recommendation remains unsupported.

Illustrative calculation. Assumptions and sensitivity are published with the model.

The appropriate fictional recommendation is conditional progression to the required evidence, rather than an unconditional award. It can identify the current cost leader, the premises that produce that lead and the confirmations needed to use the result. It can also retain the short-service case as an alternative decision requirement, under which the ranking differs. The committee then sees that the choice of service horizon is a substantive mandate question, not an analyst's harmless display preference.

Prioritise uncertainty by decision consequence. A minor estimate can remain unresolved if a supported range leaves the same adequate decision. An unknown interface that can make the service infeasible belongs near the recommendation. A weak terminal credit that reverses the leader also deserves prominence. The memo should not give every limitation equal visual weight. The relevant distinction is whether the issue can alter admissibility, affordability, ranking or the authority required for commitment.

Retain the strongest objection to the recommendation. State the condition under which the alternative view would be right and the evidence or authority that distinguishes it. A short requirement can favour acquisition-led procurement in the fictional service pair. A fully common service with immaterial operating differences can justify a simpler price rule. Acknowledging those conditions gives the committee a real test of the proposal. A generic risks paragraph that never challenges the preferred option is less useful than a specific contrary case.

Keep the action concrete. The committee can authorise a defined enquiry, request a verified extension, approve a changed requirement or make a commitment subject to its actual permitted conditions. The memo should identify who will undertake the action, the evidence to return and the decision it will enable. It should not use vague language about further diligence where the decisive issue is already known. A clear action turns the model's limitation into a route toward an adequate decision.

The replication record should support a challenge without overwhelming the reader. Provide the frozen input, complete computed output, units, assumptions and version of the canonical engine. The analyst should be able to explain a changed case by its intervention and component ledger. The committee need not inspect every binding, but an authorised reviewer must be able to reproduce the printed values. A PDF that cannot connect to its model invites reliance on the analyst's authority rather than on a reviewable calculation.

Use an institutional guide within its jurisdiction and procurement-programme scope. It may inform the method without governing this transaction; its receipt proves retrieval, not transaction certification. The memo should identify which propositions come from guidance, original analysis or illustrative computation, and which need missing project evidence. Credible institutional citations alone establish neither lender approval, legal settlement nor operational proof.

A committee can compare alternative dispositions with the same cost evidence. For the hypothetical unresolved performance premise, the current choice may be to commission the discriminating test, seek a complete-service alternative, accept a reversible arrangement or hold the award. Each disposition needs a different completion object. A test returns a duty-matched result; an alternative returns a comparable offer; a reversible arrangement defines the exit route; a hold preserves the unresolved gate. Presenting these branches beside the conditional leader prevents the committee from interpreting a numerical preference as the only possible next action. It also shows the burden and consequence of delay in resolving the premise.

A completed fictional procurement decision memo

This original qualitative memo demonstrates conditional progression from the illustrative long-service model. It is not a recommendation to purchase from an actual supplier.

AffordabilityA separate dated funding and payment assessment is required.Present cost alone does not establish a funded acquisition.
Next actionReturn comparable scope, performance evidence and a recomputed version.Retain original case, authority and unresolved commercial conditions.

Report the committee's required authority alongside the calculation's actual limits. A strong calculation may exceed its approval mandate; a knowingly limited analysis may still accompany an authorised purchase where the organisation's process and risk judgement permit it. A passed model audit grants no approval. Recording both positions lets the committee take responsibility for the decision within its power, without treating analytical quality as a substitute for authority.

The minute should preserve the branch selected at the meeting. If the hypothetical committee authorises a performance test, procurement should receive a test commission and not an award instruction. If it accepts the complete-service alternative, the evaluated scope must match that package. If it permits a reversible arrangement, Operations needs the exit and continuity obligations that make reversibility real. A resolved condition advances only the associated branch; it does not silently close unrelated service or affordability questions. This makes follow-through auditable through the actual object delivered and prevents a conditional preference from turning into an unconditional order as it passes between departments.

An original committee information hierarchy

The exhibit proposes a way to make decision-critical information visible. It is an analytical design, not a universal committee template.

Release a decision memo with a concrete next action

State the common service, analytical result, unresolved decision-critical conditions and authority sought. Keep the requested action distinguishable from the numerical recommendation.

  1. Lead with the decision question and the authority required.
  2. Show admissibility and affordability before relying on a cost leader.
  3. Explain the material mechanism and strongest contrary case.
  4. Link the printed values to frozen inputs, output and scope.
  5. Record accountable next actions and the evidence needed to close each condition.

A committee can be overloaded by methodological detail

The opening memo should be concise and selective. Replication files and technical records can sit behind the decision, provided the decisive premise and unresolved hold remain visible. The response to overload is a clear information hierarchy, not removal of a material limitation. A committee can receive a short recommendation while retaining access to a complete reviewable basis.

A reproducible memo is not authority or transaction acceptance

The model and original memo example cannot establish actual bid compliance, funding, legal approval, supplier acceptance or delivered performance. A passed numerical reproduction demonstrates its calculation within the supplied structure. The real decision requires the organisation's applicable authority, evidence and process.
