A residual risk sensitivity study
Residual risk cannot be inferred from a label
Residual risk is the consequence of a defined treatment mechanism under stated conditions. It cannot be inferred from a label such as mitigated, managed or within tolerance. Those labels may describe a process status rather than an operating result. A treatment can be approved but not installed, installed but unavailable, available but ineffective or effective but insufficient for the acceptance condition. A governance record should identify which state is established. Otherwise the word residual can give a planned intervention the evidential status of a functioning one.
The canonical base case computes residual annual expectation under its stipulated availability and conditional effects. That output is neither an observed remaining loss nor a confidence statement about actual performance. It provides a coherent controlled calculation. The institution should preserve the distinction when the result enters a board report. A title such as risk after controls may be convenient, but the underlying record should say whether the controls are delivered, modelled as a proposal or represented only as an exploratory assumption. The same arithmetic can serve each purpose with different decision permissions.
Stress analysis asks how the supplied mechanism behaves under declared adverse changes. The demonstrator increases gross event probability and consequence and reduces shared availability by supplied settings. Those changes apply to the event and operating-state mechanism before calculating residual probability and severity. This is more informative than multiplying the final residual result by an arbitrary caution factor, because the reader can inspect which driver changes and how the conditional population shifts. It also makes clear which drivers remain fixed and which adverse conditions are not represented.
Evidence and scope
UK central-government guidance integrates risk assessment, treatment and monitoring with governance.
Evidence: The Orange Book: Management of Risk, Principles and Concepts
A stress scenario is not an estimated joint probability. The supplied probability multiplier, consequence multiplier and availability drop do not establish how likely their simultaneous occurrence is. The model therefore reports a stressed expectation under the changed inputs, rather than an annual loss percentile or a forecast of an unusually bad year. A committee can use that conditional result to examine a response, but it should not attach a frequency label unsupported by the scenario design. A severe-looking number can be precisely reproduced and still have no empirical probability of occurrence.
Base and stressed operating mechanism
These are declared scenarios rather than empirical frequencies or loss percentiles. Money is USD thousand per year; residual probabilities are event chances under each scenario.

| Study | Base residual | Stressed residual | Stressed availability | Stressed event chance |

| Availability repair | 38.00 | 138.75 | 70.00% | 13.20% |
| Probability-cap boundary | 154.00 | 435.00 | 60.00% | 70.00% |
The probability-cap study supplies a gross annual probability of 70.00% and a stress probability multiplier of 2.00. The stressed gross event probability reaches 100.00% after the engine's bound is applied. The warning is part of the method result. It should be read before interpreting the stressed residual expectation of USD 435.00 thousand per year. The calculation cannot turn that saturated probability into an estimate of repeated interruptions.
The branch disposition is HOLD for any claim that the cap study predicts an event count or a percentile. The annual probability representation remains valid for its declared bounded chance calculation. If the intended operational question concerns several interruptions, the owner must define a count and consequence model with appropriate evidence. No further multiplication of the already capped chance can supply that missing representation. This is a method-selection consequence of the warning, not a claim that the fictional asset is certain to fail.
Probability bounds are part of the representation. An adverse multiplier can otherwise push a gross annual chance beyond certainty. The engine caps that chance at its valid upper bound and emits a warning. The cap is not evidence that the event will occur; it is a consequence of the supplied stress specification reaching the boundary of an annual probability model. If the intended interpretation is a repeated-event count, the probability cap cannot repair it. The analyst should revisit the event representation rather than treat the warning as a harmless formatting message.
Availability has its own boundary. The supplied adverse drop cannot create negative operating availability. The engine floors the resulting state weight at its valid lower bound. That bound also changes sensitivity: once support is entirely unavailable under the scenario, a larger drop cannot worsen that field's protective effect. A flat result beyond the bound therefore does not demonstrate robustness. It can indicate that the representation has exhausted the protection state it contains. Further adverse mechanisms, such as greater event severity or an additional causal path, would require explicit inputs or a different model.
Residual probability and conditional severity should be read together under stress. A change in availability can alter both the incidence of surviving events and the mix of their severity. A report that carries forward the base conditional severity while increasing probability may omit this shift. The engine supplies the changed conditional objects directly. The analyst should explain why the stress affects particular inputs and should preserve the state's implied logic. A stress scenario designed only to yield a dramatic total can be less useful than a modest scenario that tests a decisive dependency.
The response to a stressed result depends on the decision condition. An optional expected-value comparison may remain positive in a declared stress, but a service, liquidity or consequence condition may still fail. Conversely, a stress can breach a screening threshold without requiring immediate cessation if the institution has a credible contingency and authority for that exposure. The result should route to the relevant condition and act. A generic red indicator does not tell the owner whether to improve support, reduce exposure, redesign the proposal, obtain evidence or invoke a response plan.
The availability repair remains better than the base case in the declared stress comparison. That does not show that its proposed support can be sustained during the adverse operating conditions. Its stress availability is calculated from the stipulated base availability and drop. In practice, the support intervention may fail precisely when the gross event becomes more likely. The analyst should inspect that dependency before interpreting the relative result as evidence of resilience. The canonical model preserves the supplied common state; it does not validate the scenario's relationship between event likelihood and support availability.
Completed stress and warning disposition
The fictional analyst records the inference permitted by each output and the inference held.

A residual report should show a change history. A reduction can come from improved evidence, a changed event definition, a different model, altered parameters or an actual delivered intervention. These are different achievements. The board should know which explains the movement, especially when a risk leaves an escalation category. Redefining the denominator or loss scope can legitimately improve analytical accuracy, but it should not be presented as operating risk reduction. A preserved baseline allows the reviewer to separate a changed estimate from a changed system.
A useful stress record includes an explicit non-result. In this study, the engine has not calculated the probability of joint stress, a capital buffer, a worst-case loss or the time needed to recover dispatch. These exclusions follow directly from its inputs and outputs. They are not reasons to discard the calculation. They identify the additional work needed if the requested act depends on those quantities. A model is more usable when its reader can see the boundary between a reproduced conditional result and an unanswered operational question.
Route residual results through their condition
Treat a residual label as a claim requiring a state, mechanism and evidence basis. Inspect warnings before assigning the output to an acceptance question.
- Separate planned, delivered and measured treatment states.
- Preserve the base-to-stress driver changes and model bounds.
- Hold count, percentile and implementation claims that the scenario does not establish.
The completed dispatch branch retains its implementation hold after reviewing the stress comparison. The analyst has produced base and stressed arithmetic, but the availability evidence, installation access and actual date remain unresolved. The Chair can authorise the bounded information purchase to answer those questions. The stress output neither renews that cap nor supplies emergency implementation authority. Keeping the result tied to the permitted act prevents an adverse number from creating an unexamined rush to install a preferred solution.
A simple stress factor can be useful for triage
A coarse adverse adjustment may be suitable when the purpose is to identify which cases need attention, and the record clearly describes it as a screening convention. It becomes inadequate when the committee relies on it to explain operating dependencies or quantify a specific tail condition.
Stress frequency and recovery are not estimated
The supplied scenario settings have no empirical joint probability. The engine does not calculate event-count dynamics, capital adequacy, recovery timing or implementation readiness.
